David R. Siddall

Managing Partner, DS Law

David Siddall has been Managing Partner of DS LAW since 2011. He advises and represents a broad array of clients with communications and technology interests. His work includes matters related to spectrum management and services; experimental, wireless, and satellite licensing and regulation; wireless medical equipment and unlicensed device regulation; FCC equipment authorization; FCC enforcement; and international spectrum allocations.
David, a life-long radio amateur himself, is Washington Counsel to the ARRL, The National Association for Amateur Radio. Mr. Siddall advises the ARRL on federal regulatory matters and represents amateur radio interests at the Federal Communications Commission (FCC), Congress, and the Executive Branch agencies. 
Before founding DS LAW, David served on Capitol Hill, at the FCC, and as a partner at several large law firms. On Capitol Hill, he was Legislative Assistant to the then-Ranking Member of the House Communications Subcommittee. He later joined the Congressional Research Service (CRS) where he counseled Senators, Congressmen, and Committees on administrative and Constitutional law with a focus on communications law and legislation.
Subsequently, at the FCC, he served in a series of high profile positions. These included Chief of the Spectrum Allocation Branch, Assistant Chief for Law in the Media Bureau, and Legal Advisor to an FCC Commissioner for Wireless, International, and Technology issues.
David earned his B.A. degree from Lindenwood University in St. Charles, Missouri. He studied politics at the University of Mumbai, India, as a Rotary post-graduate fellow. David earned his J.D. degree at the National Law Center of the George Washington University where he was articles editor of the Journal of International Law and Economics.
David is a member of the Bars of the District of Columbia and the U.S. Supreme Court. He also is an active member of the American Bar Association (ABA) and the Federal Communications Bar Association (FCBA). He has served as co-chair of the FCBA’s Engineering and Technical Practice Committee, the Federal Communications Law Journal Committee, and as a member of the FCBA’s Nominations Committee.
