Abstract:

The promise of being able to use the power of ubiquitous cellular networks to keep soldiers connected has tantalized senior leaders within the US Army for years. There are technical and policy barriers to be resolved before the vision of seamless connectivity already available to commercial cell phone subscribers can be provided to military personnel. This talk will describe the process for certifying radio equipment for transmission as well as the process for actually transmitting to provide cell service for military use no matter where soldiers go, including places where commercial cell coverage may or may not exist. The discussion concludes with some of the challenges that make this seemingly easy problem surprisingly hard.

Bio:

Bruce Levine received a Bachelor of Science and a Master of Science in Electrical Engineering from Cornell University (1991) and Johns Hopkins University (2005), respectively. He has spent over 30 years in various technical roles in the commercial cellular industry before transitioning into federal service with the US Army. Cellular networks remain his main focus.
